Dominion Energy supplies electricity in Virginia Beach. The city does not run the power grid, so report outages to Dominion, not to VB311.

Downed power lines

From Dominion’s downed lines page:

  • Stay at least 30 feet away and keep children and pets back.
  • If a line poses a clear and immediate danger, call 911 first. Then call Dominion at 866-366-4357 and stay on the line to speak to a representative.
  • Never move a line with a branch or other object, and do not drive over it; rubber tires will not protect you.
  • Floodwater and storm debris can hide a live line.
  • If a line falls on your car, stay inside until help arrives. If you must get out, jump clear with both feet landing together, and never touch the car and the ground at once.
  • Crews mark lines with yellow tape if they are Dominion’s and orange tape if they belong to another utility, such as a cable company. Reporting a downed wire gets it made safe but does not speed up restoration of your power.

How Dominion restores power

After a big storm, Dominion works in this order, according to its restoration page:

  1. Transmission towers, high-voltage lines and substations.
  2. Main distribution poles and lines, after clearing fallen trees.
  3. Service lines to individual homes.

Dominion repairs service only up to your home’s connection. If the weatherhead or other equipment above your meter is damaged, your electrician must repair it before Dominion can reconnect you. Getting that done before crews arrive saves time.

Staying safe in an outage

  • Run generators outdoors, away from windows and anything flammable. Never connect a portable generator to your home’s wiring; plug appliances straight into the generator. Carbon monoxide is odorless and deadly.
  • Turn off or unplug what was running when the power went out, to protect it from a surge when power returns.
  • Throw out food that has been above 40 degrees for two hours or more.

Hurricanes and big storms

Severe weather is the leading cause of outages, Dominion says. Before a storm, sign up for the city’s VBAlert and save the numbers above. If water or sewer service fails, call Public Utilities at 757-385-4631, or 757-385-3111 after hours. See our hurricane prep guide for evacuation zones and routes.
