Breakfast in Virginia Beach is strongest at the Oceanfront, where cafes on the numbered streets and Atlantic Avenue open early for beachgoers, and along Laskin Road and Great Neck Road. Independent coffee shops are spread from the ViBe district to Red Mill and Lynnhaven Parkway. Our brunch list covers weekend brunch menus.
How we made this list. The places come from OpenStreetMap records inside Virginia Beach’s city limits, the same data behind our local directory, checked against each place’s own website on Oct. 19, 2026. We added Doc Taylor’s, the second First Watch and Bagel Baker locations, and the IHOP and Waffle House store counts from their own sites. Where a place’s site blocked our requests, we kept it only if the Virginia Department of Health’s food inspection records show a Virginia Beach inspection in the past 12 months; those rows give the address the state records.
