Virginia Beach’s independent bakeries sit mostly on Laskin Road near Hilltop and on Virginia Beach Boulevard between Pembroke and Rosemont. Town Center has two dessert bakeries on Central Park Avenue, and doughnut and bagel shops are spread across the city.
How we made this list. The places come from OpenStreetMap records inside Virginia Beach’s city limits, the same data behind our local directory, checked against each place’s own website on Oct. 19, 2026. Where a bakery has no website of its own, or its site would not load, we kept it only if the Virginia Department of Health’s food inspection records show a Virginia Beach inspection in the past 12 months; those rows give the address the state records. That is how we added Glory’s, Granier, Lucky’s, Operation Brew, Sally’s and Sugar Plum. We left out Duck Donuts, Nothing Bundt Cakes, Crumbl and Twisted Sister Cupcakes, whose own pages would not confirm a Virginia Beach shop and which we could not match to a recent inspection, and doughnut trucks.
