City projects under construction

Shore Drive Phase III

Crews are rebuilding Shore Drive between Vista Circle and North Great Neck Road with drainage upgrades, 8-foot sidewalks, bike lanes, new lighting and some power lines moved underground. The city’s project page, updated Oct. 2, says:

  • Daytime lane closures resumed Oct. 1.
  • The eastbound sidewalk is closed between Vista Circle and Starfish Road. Pedestrians are detoured to the westbound side, crossing at Starfish Road and Vista Circle.
  • A new sewer force main reaches West Great Neck Road, with a tie-in to HRSD lines planned for November.
  • Water main work runs day and night shifts and should finish this fall.
  • New sidewalk is going in from Vista Circle to Kleen Street on the eastbound side.
  • Completion is scheduled for June 8, 2029.

Milling and paving between Vista Circle and North Great Neck Road began Sept. 8 and runs 9 p.m. to 6 a.m., weather permitting, with lane closures and some noise.

Elbow Road Extended Phase II-B and II-C

This project realigns Elbow Road into four lanes from Salem Road to Stumpy Lake, moves the Elbow Road and Indian River Road intersection and replaces the 20-foot bridge over the North Landing River with a 1,050-foot bridge across the wetlands. As of Aug. 31 it was 48% complete, according to the project page:

  • Concrete is placed for 10 of 13 bridge pier caps and girders are set on six of 12 spans.
  • Bridge deck concrete and pile driving at the west abutment were set to begin in late September.
  • Roadway and drainage work continues east across Indian River Road onto Savannah Way.
  • Work hours are 7 a.m. to 5 p.m. weekdays, but pile driving can run into the evening, and nearby homes may feel vibration. Some Saturday and night work is possible.

The construction contract is $84.65 million, and the current completion date is March 25, 2028.

Coming next

  • Centerville Turnpike Phase II: a new four-lane divided road from Indian River Road to Kempsville Road, with sidewalks and bike lanes. It was advertised for construction in June 2026, and construction is expected to start in early 2027, the city says.
  • Nimmo Parkway Phase VII-B: VDOT is running an environmental impact statement. A public hearing on the draft is planned for late 2026, according to the project status page.

Recently finished

The $18.5 million Winston Salem Avenue project in the Marina District, with wider sidewalks, buried utility lines and new water, sewer and storm drains, was finished in late September after two years of work.

State projects (VDOT)

  • I-264 at Independence Boulevard: VDOT studied how to fix backups at the cloverleaf interchange, where off-ramp traffic often spills onto I-264. A public meeting on the proposed concept was held Nov. 6, 2025, at Thalia Elementary School. Materials are on the study page.
  • Lynnhaven Parkway corridor study: a VDOT STARS study of Lynnhaven Parkway from Virginia Beach Boulevard to Sabre Street, including the I-264 ramps, aimed at congestion and safety fixes. See the study page.
  • Laskin Road bridge and widening: done. VDOT finished the $83.2 million project, which widened Laskin Road and First Colonial Road and replaced the Linkhorn Bay bridge, in May 2025, according to the project page.

Big-event traffic

Major Oceanfront events bring their own closures and I-264 diversions. Text VBEVENTS to 67283 for event and emergency alerts at Oceanfront events expected to draw more than 10,000 people a day, the city says.

What this means for you

  • Shore Drive drivers should expect daytime lane closures and overnight paving this fall.
  • Indian River Road and Elbow Road drivers near Stumpy Lake should expect bridge work into 2028.
