An index of Virginia Beach public notices: City Council and planning hearings, court notices and the Virginia Press Association's statewide notice site.
Last checked Oct. 18, 2026. This page is an index, not an official publication. VB Daily does not publish legal notices. A notice counts only where the law requires it to appear. Facts come from the City Clerk, the Planning Department and the Virginia Press Association’s notice site.
Public notices tell you before something happens: a rezoning next door, a budget hearing, a road closing, a foreclosure sale, an estate being settled. In Virginia they are published in qualifying newspapers, and copies go into a free statewide database. The city also posts its own meeting agendas and hearing materials. Here is where to look.
Who to call
- City Council agendas and public hearings: City Clerk, 757-385-4303
- Rezoning and Planning Commission notices: Planning Department, 757-385-8673
- Property records and deeds: Clerk of the Circuit Court, through courts.virginiabeach.gov
- Everything else at the city: VB311, 757-385-3111
The statewide notice database
The Virginia Press Association’s Public Notice Virginia site collects notices published by member newspapers across the state. It is free and can be searched by keyword and filtered by locality, date and type of notice: public meetings, zoning, government contracts, court hearings, unclaimed property and foreclosures, among others. Choose Virginia Beach as the locality to narrow it down.
Since July 1, 2024, Virginia law has also let qualifying online-only local news sites publish legal notices once a court certifies them. VB Daily is not certified to publish legal notices.
City Council
City Council meets in City Hall, Building 1, 2401 Courthouse Drive, on the first four Tuesdays of most months, according to the City Clerk:
- First and third Tuesdays, 6 p.m., City Council chamber: formal sessions where the council takes public input and votes on the published agenda.
- Informal sessions in Conference Room 2034, as listed on the agenda, for briefings.
- No meetings on federal holidays, the last two Tuesdays of July and December, the first Tuesday of August (National Night Out) or a November Election Day Tuesday.
With Election Day on Tuesday, Nov. 3, check the brief agenda (PDF) for November dates. Full agendas and backup documents are in the eDocs archive. Meetings air live on Cox channel 48, Verizon channel 45 and the city’s media center. Email all members at citycouncil@vbgov.com. Need an accommodation? Call the clerk at least 48 hours ahead.
Planning, zoning and variances
- Planning Commission: noon on the second Wednesday of the month; staff reports go online five days before each hearing on the commission’s page.

- Development rule changes: the Planning Department’s information notices announce new regulations and procedures that affect future projects.
