Where it is
The Pembroke SGA page describes “a 1,200-acre tract of land bound by Thalia Creek to the east, Jeanne and Broad streets to the north, Clearfield Avenue to the west, and Bonney and Baxter roads to the south.” Interstate 264 and Virginia Beach and Independence boulevards serve it, and an unused rail line runs through it from the Norfolk line toward the Oceanfront. Most of it is in ZIP code 23462, with the east side in 23452. OpenStreetMap names Town Center and Pocahontas Village as places inside it.
The city’s Pembroke SGA Implementation Plan (PDF) divides the area into six districts: the Central Business District core, Bonney, the waterfront, Central Village, Western Campus and Southern Corporate. It calls for the most density in the core, stepping down toward the edges, plus a cultural arts district, workforce housing and a complete-street rebuild of Cleveland Street. It also recommends expanding the growth area to take in Mount Trashmore Park and the South Independence corridor.
Tax note: two of the city’s special service districts are here. Central Business District South pays $1.42 and Pembroke Square $1.44 per $100 of assessed value for fiscal 2027, against the general rate of $0.97, according to the Real Estate Assessor. See our property taxes guide.
