Where it is

The Resort strategic growth area covers about 1,988 acres along the Atlantic, according to the city’s map layer, with the Owl Creek and Marshview Park area at its south end. Atlantic and Pacific avenues run north and south through it, and Interstate 264, Laskin Road (U.S. 58) and Virginia Beach Boulevard lead in from the west. The whole area is in ZIP code 23451.

The city’s plan for the area is the Resort Area Strategic Action Plan 2030, adopted by the City Council in June 2020. Its goal, the Resort SGA page says, is “a diverse, world-class, year-round coastal community for residents and visitors.” Its priorities include streetscape designs for Atlantic and Pacific avenues, 17th Street and the Central Beach District, a gateway at 21st Street, and support for “residential and mixed-use development.”

The Old Beach blocks have their own design guidelines (PDF), and most of the area is under the Oceanfront Resort District form-based code. OpenStreetMap names Rudee Heights and Lake View as neighborhoods inside the area.
