Where it is
The Hilltop strategic growth area covers about 761 acres, according to the city’s map layer, around the Laskin Road (U.S. 58) and First Colonial Road corridors next to the I-264 interchange. Most of it is in ZIP code 23451, with edges in 23454 and 23460.
The Hilltop SGA page describes the vision as “a convenient, regional retail destination that’s close to the beach.” It says the area “is located within a high noise zone” but is a good candidate for reinvestment because of its commercial strength and its closeness to the Resort Area, NAS Oceana and the interstate. “The area south of I-264 is subject to greater Air Installation Compatible Use Zone restrictions due to the presence of accident potential zones and the clear zone,” the page says.
The city’s Hilltop SGA Master Plan (PDF) calls for street improvements, sidewalks and crosswalks to make Hilltop “a walkable district,” an urban tree canopy program and new buildings facing the streets as old retail buildings are replaced. Before you buy or rent near the base, read the city’s AICUZ zoning page for the noise zone rules.
