Eight Virginia Beach food businesses had pre-opening health inspections Sept. 15 to Oct. 9, including Dutch Bros on Lynnhaven Parkway and Village Play Cafe.
Last checked Oct. 18, 2026. This roundup is rebuilt monthly from public records: Virginia Department of Health inspection records, City of Virginia Beach announcements and business filings. A pre-opening inspection means the health department checked a kitchen before it served the public; it does not confirm an opening date. Opening a business? Tell us.
Before a restaurant, cafe or food truck can serve its first customer in Virginia Beach, the Virginia Beach Health Department inspects it. Those pre-opening inspections are the earliest public sign that a new food business is close to opening. Here is who had one in the past month.

Recently finished: Winston Salem Avenue
The city finished its $18.5 million rebuild of Winston Salem Avenue in the Marina District in late September, with wider sidewalks, buried power lines, new water, sewer and storm drains and better parking, and held a ribbon cutting Oct. 3. Economic Development Director Emily Archer said the work makes the Marina District “more accessible and attractive for future redevelopment,” according to the city’s announcement.
The small business picture
The Diverse Chamber of Commerce and Industry ranked Virginia Beach the third top city for small business in 2026, the city announced May 4, citing the HIVE resource hub, opened in 2021, and the city’s Small, Women-owned and Minority-owned (SWaM) Business Office, which also helps service-disabled and veteran-owned firms win city contracts.
Opening a business here: the steps
- Pick a structure and register it with the state if you form an LLC or corporation.

- Get building permits for any build-out from Permits and Inspections; see our building permits guide.
- Food businesses need plan review and a pre-opening inspection from the health department.
- Get a city business license from the Commissioner of the Revenue. Licenses run for the calendar year, with renewals due Jan. 1 to March 1, according to the commissioner’s dates page.
The city’s Launch Virginia Beach pages walk through each step, including special rules for businesses near Naval Air Station Oceana.
